- Eligibility
- Individuals 16 years of age and older who are culturally deaf, oral deaf, deafened or hard of hearing, and their families
- Families with children younger than 16 years of age who are Deaf or hard of hearing
- Individuals 16 years of age and older who are culturally deaf, oral deaf, deafened or hard of hearing, and their families
